The AI Doomer Industrial Complex

This so-called AI doomer industrial complex is anything but grassroots. It’s a carefully engineered operation by "effective altruism" zealots, designed to frighten the public into handing over AI to globalist control.

Hundreds of these groups, with names that all start to blur together—Center for AI Safety, AI Safety Camp, and so on—are busy whipping up hysteria about supposed existential threats. The real aim is to push harsh regulations that would kneecap American innovation and hand the advantage to communist China.

At its core lies Open Philanthropy, the funding powerhouse created by Facebook co-founder Dustin Moskovitz and his wife Cari Tuna in 2014, which has poured more than $500 million into AI safety since 2015, creating a facade of independent voices all singing the same tune.

Open Philanthropy operates as a front for channeling billions into aligned causes. Moskovitz and Tuna, signers of the Giving Pledge in 2011, have committed their $20 billion fortune to effective altruism priorities, donating over $4 billion total through their Good Ventures foundation.

In March 2020, Open Philanthropy recommended a grant of $250,000 to the Center for Global Development to support work led by Jeremy Konyndyk on developing COVID-19 response guidelines and decision support tools to disseminate to local leaders.

In AI alone, Open Philanthropy recommended $600 million in grants in 2025, including $25 million to its own technical AI safety team for benchmarks on AI agents used by governments and labs like OpenAI and Anthropic.

The groups cashing these checks form a closed loop. RAND Corporation took $15.5 million for AI and biosecurity, FAR AI got multiple grants for alignment, Harvard and Oxford labs collected millions for governance, and outfits like BlueDot Impact and the Centre for the Governance of AI grabbed money for policy work.

It looks like a broad consensus, but it’s all Moskovitz’s money behind fronts demanding global AI limits, endless ethics rules, and international summits meant to strangle real innovation.

Anthropic is a textbook case of this machine worming its way into industry. Launched in January 2021 by ex-OpenAI staffers Dario and Daniela Amodei, Jack Clark, Sam McCandlish, Tom Brown, and Jared Kaplan, Anthropic kicked off with $124 million from Moskovitz and other effective altruism insiders.

By 2023, they’d raked in $7 billion, including $500 million from FTX’s Sam Bankman-Fried, who was the movement’s golden boy until his fraud conviction.

Anthropic rolled out its Claude AI chatbot in March 2023, but the real business is putting on a show about safety. The board features Luke Muehlhauser from Open Philanthropy, and in January 2025, Daniela Amodei’s husband Holden Karnofsky joined as technical staff for scaling policy. Karnofsky, who ran Open Philanthropy until 2021 and sat on OpenAI’s board, is a perfect example of how tight-knit and self-serving this circle is.

Anthropic wasted no time scooping up Biden administration insiders to keep the agenda moving. In 2025, Tarun Chhabra, Biden’s top tech official at the NSC, came on board to run national security policy. Elizabeth Kelly, who set up the US AI Safety Institute for Biden, took over as head of beneficial deployments. Ben Buchanan, Biden’s AI adviser, is now an advisor at Anthropic.

These moves came after Biden's October 30, 2023 executive order on Safe, Secure, and Trustworthy AI, which mandated developers share safety tests with the government, report large computing clusters, and address intellectual property theft. The order invoked the Defense Production Act for compelled disclosures on models exceeding 10^26 FLOPs and created the US AI Safety Institute at NIST in November 2023.

The global agenda is out in the open. Biden’s order forced DEI into AI, demanding equity reviews and bias fixes, and pushed for international GPU licensing to clamp down on chip exports. All of it lines up perfectly with the effective altruism playbook for global control.

The US AI Safety Institute, run by Elizabeth Kelly before she jumped to Anthropic, worked hand-in-glove with foreign partners at summits in the UK, South Korea, France, and India. These meetings churned out the Bletchley Declaration and the International AI Safety Report, both signed by 30 countries. The US, under Trump, refused to play along.

These so-called elites are not worried about an AI apocalypse. What they want is power.

Trump's election in 2024 halted this trajectory. His administration revoked Biden's order on January 20, 2025, and prioritized America First AI. But the complex persists, funded by Moskovitz's billions. Open Philanthropy granted $25 million to its AI team in 2025 for capability evaluations, $10 million to RAND for biosecurity, and millions more to Oxford and Harvard for governance.
